Trying To Get Div Element To Move While Hovering Another One

So: the thing I'm trying to achieve is that I somehow need to get the dot-container div element to move at the same time when the .title-container div element is hovered. In the script section of this code, i tried to do this with the "onmouseover" and "onmouseout" javascript event and then changing the top attribute, but it somehow doesnt work! I've also tried using translate() method instead of the top attribute, doesnt work either! Please note that i am not familiar with jquery, so i would prefer solutions without jquery.
